Seven-city region benefits from smart fare payments

The task

Spokane Transit Authority set out to improve the customer experience by revolutionizing its fare system. The goals included empowering riders through real-time account management, facilitating new payment options, and enabling the use of mobile payments. In addition, the agency wanted to be able to offer riders the option of open payments using credit, debit cards and mobile apps.

The solution

In October 2022, Spokane Transit Authority (STA) launched the Connect fare system, an account-based fare collection system from INIT. Connect encompasses both physical cards and virtual cards within the eConnect mobile app delivering best-in-class electronic fare payments across the Spokane region in Washington State. Using the INIT fare validators inside STA buses, riders simply tap and ride. 

In the first six months following the launch of Connect, mobile and smart card payments experienced a 54% adoption rate. Riders enjoy balance protection and account management by simply registering their account online. The website and mobile app provide useful features for riders to add funds, utilize an autoload option, view ride history, and check their current balance. The mobile app allows riders to create a virtual card (eConnect) and use it to pay their fare using a barcode. This barcode is like any other physical card in terms of loading value, passes, and other system functions with the only difference being it is virtual as it lives within the app and can be presented there.

STA was also able to offer riders a more socially equitable fare payment structure called fare capping which allows riders to pay as they go while earning a daily pass. Once the cost of a daily pass is met, the rider travels free for the rest of the day. 

In August 2023, STA launched open payments using contactless debit and credit cards further enhancing the rider experience. Riders can tap their Visa, Mastercard, or Discover card at the fare validator for a quick transaction. These card types can also be used via Apple Pay or Google Pay.

STA onboarded the Universal Transit Access Pass (UTAP) programs which serve the region’s colleges and universities in addition to the City of Spokane and Spokane County employees.

...the ability to offer these choices allows a more equitable fare policy for various groups of riders including seniors, students, and youth ages 6 to 18.

The conclusion

STA's Connect fare system garnered recognition by winning the "2022 Project of the Year" award from the Spokane/Coeur d'Alene chapter of WTS International. The accolade acknowledged the innovative fare system and its successful launch by an all-female project team.
